About

A Border Institution
with Two Divisions

A Texas-licensed money services business serving the U.S.–Mexico corridor since 1986, operating two divisions under a single corporate identity.

Who We Are

Texas G&S Investments, Inc. is a Texas-licensed money services business doing business as Texas Money Exchange. The company has served the U.S.–Mexico border economy since 1986 and operates two distinct divisions under a single corporate identity. TGSI delivers wholesale and corporate financial services. TME delivers currency exchange and branch services. Both divisions share one legal entity, one compliance program, and one set of values.

Our Story

The business opened in 1986 near the international port of entry in Hidalgo, Texas, operating as Texas Money Exchange. In 1993 the business was formally incorporated as Texas G&S Investments, Inc. and obtained Texas Money Services Business License No. 11, one of the earliest money transmitter authorizations issued in the state. As cross-border commerce evolved through the maquiladora expansion, the NAFTA and USMCA eras, and the modern digital settlement era, the company expanded into wholesale execution, institutional payment infrastructure, and a multi-branch footprint across the Rio Grande Valley.

Our Mission

To deliver financial solutions that strengthen the businesses and communities of the U.S.–Mexico border. We exist to be the most reliable financial partner on the corridor, combining institutional discipline with the relationship orientation of a regional partner.

Our Vision

To be recognized as the premier compliance-forward financial institution on the U.S.–Mexico corridor, measured by the durability of our client relationships, the strength of our regulatory standing, and the operational confidence we deliver to every business and every individual who works with us.

Our Values

What we stand for

  • Integrity. Every transaction is documented, lawful, and defensible.

  • Discipline. Compliance is a competitive advantage.

  • Service. Each client is supported by a real person with real responsibility.

  • Continuity. We have served this border for forty years and we plan to be here for forty more.

  • Stewardship. We protect our clients, our team, and the financial system in which we operate.

One Institution

Two Divisions, One Institution

Texas G&S Investments (TGSI)

The TGSI division serves corporate, wholesale, and institutional clients. It executes cross-border B2B payments, wire transmissions, wholesale FX, bulk cash processing, and freight payment programs.

Texas Money Exchange (TME)

The TME division serves walk-in clients. It operates branches across the Rio Grande Valley and delivers currency exchange, tourist auto insurance, freight check cashing, and postal mailbox services.

The two divisions share a single compliance program, a single governance structure, and a single license.

Leadership and Governance

The company is governed through a board structure with documented authority over policy, vendor management, settlements, and other significant decisions. Functional leadership is distributed across operations, compliance, legal, finance, trading, and branch management. The governance model reflects the company's status as a regulated institution rather than a single-owner operation.

License and Regulatory Standing

Texas G&S Investments, Inc. holds Texas Money Services Business License No. 11, one of the earliest money transmitter authorizations issued in the state. The company is registered with the Financial Crimes Enforcement Network as a money services business and is supervised by the Texas Department of Banking. Both divisions operate under a single compliance program, a single governance structure, and a single regulatory framework.
